Wellness & Mental Health App Development in Sydney & Melbourne
Establish clinical boundaries, design crisis safeguards, and protect user data before building the first screen. For founders, clinics, and organisations across Australia.

Software Co builds wellness and mental health apps for Australian founders, practitioners and organisations, from mood tracking and guided programs to practitioner-connected platforms. We settle the clinical boundary, the crisis safeguards and the privacy design before the first screen, and we work with your clinicians, who own the content and clinical decisions. Our teams work from Sydney and Melbourne and serve clients Australia wide.
The TGA Clinical Boundary Verification Engine
Before designing features, we walk through four questions with you and your adviser. They mirror the four conditions the TGA’s 16 March 2026 clarification describes for the digital mental health tool exclusion.
- Intended purpose
Is the app intended to support mental health, rather than diagnose, treat or monitor a condition? - Evidence base
Is the content based on established clinical practice guidelines? - Referenced in the software
Are those guidelines clearly referenced in the app itself? - Accessible to users
Can users read the guidelines inside the product, not just in a manual or external link?
If the answer to all four is yes, your tool may fit the exclusion. A no may mean redesigning, or registering on the ARTG before supply. A general wellness app that makes no mental health claims may not be a medical device at all. Your regulatory adviser or the TGA decides, not us.
Why Australian Founders and Health Organisations Partner With Software Co
We design the boundary first
Before we build, we help you decide what your app is and is not. That decision drives the regulatory position, the content, the claims and the cost.
Safety rails are part of the product
Crisis flows, escalation and safety logging are designed with your clinicians at the start, not added when someone raises a concern.
Privacy by design for sensitive data
Data minimisation, consent, encryption and deletion are built in, and we review the third-party tools your app depends on.
Engineers who know where our role ends
We build the software. Your qualified clinicians own the content and the clinical decisions, and your advisers own regulatory advice.

National Digital Mental Health Safety Rails Architecture
Ask
Use designed check-ins and clear options. Do not rely on keyword scanning alone.
Show
Put crisis options in front of the person immediately: Lifeline on 13 11 14 and Triple Zero (000) for emergencies.
Hand off
Connect to a human where your service has one, with a clear explanation of what happens next.
Record
Log safety events for clinical review, with the minimum personal data needed.
Be honest
Say clearly that the app is not an emergency service and does not monitor people around the clock.

Purpose & Boundary Workshop
We work out what the app is for and run the Clinical Boundary Check with you and your clinical or regulatory adviser. The answer shapes what we build, because it separates a wellness tool from one that makes clinical claims.
Safety Rails Design
We design the crisis and deterioration plan before any screen: what the app asks, what it shows, who a person can reach and what gets recorded. Safety is a design requirement, not a late addition.
Content & Evidence Mapping
Your clinicians own the content. We map where it lives, how guidelines are referenced inside the app, and how it is reviewed and updated.
Calm, Accessible Design
UX for people who may be distressed or tired: plain language, gentle notifications, no guilt-driven streaks, and accessibility built in.
Build With Privacy by Design
We build with data minimisation, consent records, encryption and deletion from the start, and review third-party tools for what data they collect.
Pilot, Clinician Review & Launch
A small pilot with real users and clinician review comes before release. After launch we monitor safety events and feedback and agree how content and features are updated.

Frequently Asked Questions
Do I need a custom app, or will an existing meditation or journaling app do?
No, not always. If you want to offer your audience general mindfulness content, an existing platform or a white-label tool may be enough. A custom app makes sense when you have your own clinical or coaching program, need to connect with practitioners or other systems, handle sensitive data in a specific way, or want an experience an off-the-shelf app cannot give you.
Will my wellness or mental health app be regulated by the TGA?
What does the TGA exclusion for digital mental health tools require?
Can the app give advice or replace therapy?
What should an app do when a user is in crisis?
How should a wellness app handle sensitive health data?
Do the new children's privacy and eSafety rules apply to my app?
Can we add an AI chatbot or companion feature?
How much does a wellness or mental health app cost, and how long does it take?
